Checks if a Username is available for registration on the platform.

Username existence check response
Status Bad Request: The request could not be understood by the server due to malformed syntax.
Status Forbidden: The client does not have permission to access the resource.
Too Many Requests: The client has sent too many requests in a given amount of time.
